Yes, they chanted Herbert, and why is because the name is synonymous with a character referenced by Spock in his explanation to Kirk, of a man named Herbert who was rigid in his thinking and limited knowledge. They were taunting Kirk for being "the man" and "the establishment" in this ridiculous period of the 60's where TV (writers who were obviously much older than the real hippies of that era) often patronizingly ridiculed the youth of that era.
