In any kind of paint, ink, colored pencil or other media hue always refers to the name of the color. Red is a hue, blue is a hue, and so on.

Inexpensive acrylic paints will sometimes refer to colors as "Cobalt Blue (Hue)" or "Cadmium Yellow Light (Hue)". This means that the paint is supposedly an exact color match to the named color, but is derived from a less expensive pigment.
