yes & like all other legendary Pokemon beat the elite 4 to rematch any legendary Pokemon you ran from, defeated, defeated you or if it fled.

Also, say the first time you find Latias you burn it, then it flees, the second time you find it, Latias will still be burned. So just keep hurting and chasing Latias until you can catch it.
