I am not entirely sure what the question was, but Iraq's traditional allies, who were the USSR and other Arab States abandoned Iraq in 1991 because of its clearly belligerent action in invading Kuwait. Qatar, Saudi Arabia, and Egypt were very important partners in coordinating Operation Desert Storm.

Desert Storm commenced in January 1991 and ended the next month, in Febuary 1991.
If you go to Wikipedia and look under "Persian Gulf War," all the countries which participated will be listed on an easy to read table with their level of participation, and the countries which fought in Operation Desert Storm will be there. Many countries were part of the Gulf Coalition, but some provided defensive personnel for Operation Desert Shield and did not take part in Desert Storm. Others provided medical, security, or other non-combat personnel. You can probably do it faster than I can do it for you.

Very substantial payments were made by both Kuwait and Saudi Arabia to the various countries contributing to the Coalition Forces which eventually became Desert Storm. In a very real manner, those two countries can be said to have paid for (virtually) the entire war effort.
