A "memo" (short for 'memorandum') is by definition a shortened or abbreviated version (or synopsis) of a completely documented and formally written presentation, and usually covers only the important topics and results. Whereas, a 'letter" is a more formal presentation and includes ALL pertinent background and information which led to the results.
