You can do it at home, but make sure you know what you're doing. A badly installed window will result in air leakages, condensation, etc. Your energy bills will go up and the life of the replacement windows will be compromised.
There are different ways you can install new windows in an old house. You can opt for a full-frame installation, where you remove the trim around the windows and then take off the entire window frame. Then you install new replacement windows and then put the trim back in place. Or you can go in for insert installation like we did when we put vinyl replacement windows. You can choose this type of installation if your existing window frame is still in very good condition. Your new windows are then fitted in to your existing frames.
A casement window is a window that is attached to one or more hinges. So one would need hinges that fit the windows, some screws and a screwdriver. Then it's pretty straight forward. If a casement window set was bought from a reputable seller, there normally is a manual that comes with it. If you still need more assistance, there are websites like Home Renovations that outline the process in detail.

Save yourself future problems and get a real good OS. Download Ubuntu at http://www.ubuntu.com/GetUbuntu/download and download Free Create-Burn ISO at http://www.nbxsoft.com/files/createburniso.exe When the download finishes, use Create-Burn ISO to burn that ISO to a bootable DVD (requires you to have or buy a DVD writer). Then use the new DVD to install Ubuntu over your old Windows ME install. It will run much faster than ME, it is much more reliable, and you can install "Wine" and then install and run most of your old Windows software.
