This is a question without a simple answer. If by "Linux", you mean the Linux kernel, then yes. The source code is available free of cost, and you are free to modify it with only a few restrictions. If you meant "a Linux distro", then maybe. Most Linux distros, such as Ubuntu, Fedora, Debian, and Slackware are available free of charge as well, and with similar rights to modify and redistribute. However, a few Linux distros, such as Red Hat Enterprise Linux or Xandros use a lot of proprietary software, and are not made available free of charge.

Yes. Ubuntu is both free of any monetary cost (you can even have a free CD mailed to you if you wish), and you are permitted to do anything you want with your copy. You can install it on as many computers as you want; you can modify it it to suit your needs; and you can even sell it (as long as you provide source code).

Because Richard Stallman had the idea to make a free and open source operating system.

Nearly all the Linux distributions in the world are free, meaning that they cost $0 to install and use on your computer. The reason for this is that all Linux distros take their software from the same pool - if one distro has a really awesome program, chances are 50 other distros also have exactly the same feature, so if a company tried to sell their version of Linux people would just go elsewhere.
