You should note that when international politics and diplomacy are involved, there are no real friends but different countries with common or diverging interests that more often than not, end up in 'friendly rivalries', contempt or even outright war.
That being said, it is neither. It is not ally, as both countries haven't signed any mutual-defense treaties such as NATO. It isn't an enemy either, as there haven't been any military confrontations between both countries for the last 93 years.
The US and Mexico are close business partners, and at least on paper, respect each other's interests, but that's it.

With that in mind, the closest countries to Mexico would include the United States and Canada in North America; Spain, the United Kingdom and France in Europe; Argentina, Brazil and Colombia in Latin America and Japan and South Korea in Asia. There are no meaningful relations between Mexico and any African country to-date.
As for enemies, Mexico doesn't have any; just 'friendly' disputes with other countries on diplomatic, political or commercial terms, such as with the United States regarding illegal immigrants pouring into the US Southwest (conversely, military-grade American weapons getting to criminal organizations in Mexico), or trade issues with China regarding cheap, low-quality products reaching -- in some instances illegally -- Mexico's markets, putting out of business many local industries.
Spain, rusia and France

Soft power is relevant for a number of reasons. Specifically, it allows a country to gain influence through cultural, economic, or other non-military power (that's why it is called soft as opposed to hard). However, there is a caveat of sorts. Military power can contribute to soft power through humanitarian assistance and "showing the flag" (ie. the Great White Fleet). Soft power has the advantage of garnering allies and support passively through your cultural influence. Especially with the U.S. with its historic neocon attitude and hegemonic status, soft power is very valuable to blunt negative sentiments and secure alliances. To quote Joseph Nye, the founder of the term, "The key is not how many enemies the United States kills, but how many allies it grows."
