No, it is not. While it was filmed in Mumbai, it is produced using a western style and lacks most of the melodrama and spontaneous singing / dancing that are highlights of Bollywood films.
It depends on whom you ask. According to MTV.com reporter Akshay Bhansali, the movie is not representative of a typical Bollywood movie. According to Bhansali, "...it bears none of the telltale Bollywood film characteristics. It's dark and gritty. There are no love triangles or exaggerated theatrical monologues. The characters do not escape to the majesty of the Swiss Alps for elaborate, innuendo-filled dance numbers. In fact, the film's sole nod to the Indian film industry remains the dance number in Mumbai's Victoria Station during the closing credits."

However, according to one of the movie's stars, Anil Kapoor, the movie is very much a Bollywood movie.
