It is not fake. It is a legal entity, but it does advertise Honorary Doctorates online, which could be interpreted as being, at least in part, a "diploma mill." For a fee, it awards Honorary Doctorates based on merit, but not requiring any coursework.

University of Swahili is a Research University based in Panama, Central America. Surely it's not a fake University.because they are Award valid degrees which can be apostile and attested by Government of Panama Registry.
It is third rated University which doesn't respond to any emails or phone calls even on admissions enquiry as they do not have any full time staff except the promoters. Their admissions are managed by string of agents spread across the country and overseas. The admission forms from an Indian agent also lists that the University may not be tried legally for the validity of the University degrees in Indian courts! Whew!
First the name itself should send your antennas up. Swahili is a language used in Africa and this has nothing to with either India or Panama where the University is founded!
Their office operates from a business center in Panama so one can imagine how well they are equipped. They usually also sell honorary doctorates to desperate businessmen or professionals who want to flaunt for a fee ranging from 60k to 80K iNR. The University claims legitimacy for this action saying that it is a revenue stream for the University.
Their professors section also lists of pro-bono honorary staff who also are desperate for some affiliation with foreign University.
Their operations is similar to Vocational Commonwealth University of Tonga!
Any one can set up such foundation online university in Panama as an incorporation for an overall one time setup cost of USD70000 i.e 35 Lacs INR which is sometimes the seed money to setup a quality preschool Nursery in Indian cities.
Apostille services will validate any degree as long as they have any legal standing in its country if operations. From that stand point yes they may have local approval but such degrees in real sense has no value for academic or research work in India or overseas.
