No. It was newly-created out of Virginia, and it became one of the Border States, i.e. a slave-state that declared for the Union. However, there was never much slavery in mountain country like West Virginia.
Yes it was a part of the Union however the citizens served the Union and the Confederacy in almost equal numbers and guerrilla warfare was a major concern. Those on the side of the Union were termed Snake Hunters and those serving the Confederate cause were called Moccasin Rangers.
