Not especially, they are still quite common.

A British 1900 bronze Penny (Victoria), uncirculated and in absolute mint condition could fetch up to £50 GBP. If it has been circulated but still in good condition, it might fetch anything from £3 to £12 GBP.

There were 31.778 million minted.

A British 1920 bronze Penny (George V), uncirculated and in absolute mint condition could fetch up to £60 GBP. If it has been circulated but still in good condition, it might fetch anything from £3 to £18 GBP.

There were 124.693 million minted.

A reputable coin dealer will be able to give a more accurate valuation.

You would think so, but the prices offered for the 1650 British silver Penny do not reflect great rarity considering the age of the coins. £25 to £75 GBP for coins in Fine to Very Fine condition.

No, the 1879 British Penny is not especially rare, there were over 7 million struck, but due to minor differences and peculiarities to the design of the 3 variations of the 1879 Penny, there is some collector value associated with high quality or uncirculated coins.

A reputable coin dealer will be able to positively identify your coin and give a valuation based on seeing the coin.

The only British general circulation Penny that could be considered rare from this period is the 1926 Penny. There was an unknown number minted.

How old do Shillings have to be to be rare?

Age has little to do with the rarity of any coin, although it can be a contributing factor. Rarity has to do with the availability of a coin, or how many are currently known to exist. For example, the 1900 British Penny of which over 31 million were minted, are still relatively common and easy to get hold of. Alternatively, the 1933 British Penny, of which there only ever 7 "pattern" coins minted, were rare from the beginning.
