I was in a similar situation a few years back when I was waiting for my application for disability to be be approved. I was applying for section 8 at the same time. When the question came up regarding whether or not I was disabled, I explained to the case worker that I was waiting for the decision from Social Security Administration. I told the case worker I could get a letter from my family physician and my neurosurgeon stating that in their opinion, I was disabled. I was told that would not be sufficient, that I needed to be deemed disabled through the government before I could legally be considered disabled. I was fortunate enough that my application was approved on my first try, which is extremely rare. I always say, if I wasn't disabled before I started the process of applying for Soc. Sec., I certainly am now! I wish you all the best during this extremely long and stressful process.
