Almond extract is just a flavoring, you can substitute any other flavor for it. This of course changes what you are making. Vanilla would be a common substitute or Rum depending on what the recipe is.

Not quite, since almond oil is a "fat" whereas almond extract is alcohol based (i.e not a fat).

To replace almond oil with something, you best bet is either another kind of nut oil (such as hazelnut, walnut etc...), or a plain oil with a little almond extract. Almond oil is used primarily as a "fat with a nice flavor" (fat primarily, flavor secondary). Almond extract has a far stronger taste so should not be used in the same quantites that almond oil could be.
