No. All federally recognized native American Indian tribes in the United States are considered sovereign nations. State and Federal Laws and constitutions do not apply to members of the tribe while they are physically present on tribal lands. Therefore, tribes are free to legalize or ban same-sex marriage, regardless of what state their land is located in. At least two tribes have legalized it and at least one tribe has banned it.

Does Mitt Romney want to annul existing same-sex marriages?

The official 2012 presidential platform of the Republican Party calls for a constitutional amendment to ban same-sex marriage and nullify all existing same-sex marriages in all of the United States. This amendment has already been defeated in Congress. Presumably, Romney would sign it into law if it passes. Remember, though, that when he was governor of Massachusetts, he signed that state's marriage equality bill into law. Similarly, he says he wants to get rid of "Obamacare", but he also signed a similar bill into law in Massachusetts. The bottom line is that Romney, if president, probably would not be able to eliminate same-sex marriage.

What does the Defense of Marriage Act establish and is DOMA constitutional?

The 1996 Defense of Marriage Act ("DOMA") did two things: (1) prohibited the federal government from recognizing same-sex marriage; and, (2) enabled individual states (and Native American tribes, btw) to refuse to recognize same-sex marriages performed in other states. On June 26, 2013, the United States Supreme Court ruled that Section 3 of DOMA, the part which prohibits federal recognition of same-sex marriages, is unconstitutional. The Court let stand, however, the other part (Section 2), which permits states to refuse to recognize same-sex marriages performed elsewhere.
