A haircut should not "hurt", though if your hair was matted or tangled combing it so that it could be cut might have hurt, and dull scissors/shears may have meant that some hair was actually pulled out rather than being cleanly cut.
There's a particularly devilish torture device known as "thinning shears" that were used on me as a child (I'm not BLAMING them for the current condition of my scalp, but I'm not EXONERATING them either) that seemed to be specifically designed to cut half the hair and pull the other half out by the roots. I don't think that was the actual intention, but it certainly seemed to be the end result; getting my hair CUT didn't hurt, but getting it THINNED hurt like the devil. If the person cutting your hair was using something that looked like a cross between scissors and a comb, you may have been subjected to this fiendish device.
