most people say its vandelism.. However... isn't the whole point of art expression? and if it is a form of expression and feelings exerted in art isn't the artist making a statement by putting it where he or she wants? Isn't that what makes graffiti unique and different? Sure there is a point where it is considered vandelism.. but aren't their certain positions where it should be considered art as well? ?

It is actually both, the two categories are not mutual exclusive.
Depends on where it's being done. If you do it on your property, or somewhere where you've been allowed to do it - then it's art.
If you do it where you haven't been allowed to and where the owner of the property dont want it, then by definition it's vandalism.
ART if u have permission by the person who onws it
depends where you put it. if you put it on someones house or something that's vandalism, but some people have jobs making murals of graffiti =]
Yes, doing graffiti on someone else's property is illegal unless you have permission. It's call vandalism.
Yes grafitti is art. It is letter styling, but on walls
That depends. Some graffiti (e.g. Sheperd Fairey, Banksy) is meant to be art, and it can definitely be considered art. But a person's nickname in bubble letters on the side of a building is not art at all. yes it is quit hating.
It is because he is scared the police will come after him as some people believe it is vandalism as his artwork is a form of graffiti
it is vandalism
According to Wikipedia, graffiti is sometimes regarded as an art form or as unwanted damage.

graffiti is
Graffiti is only vandalism when it is created without commission on private property or in public places where it is not a protected art form. Many cities have laws that protect graffiti in certain places, like Venice Beach and 5Pointz in Queens. Graffiti art itself is not vandalism and is not illegal. There have been several well-known gallery shows featuring graffiti around the world, design houses like Elite Gudz that expand on art form to include fine art and comics, and books that showcase and analyze public street art, and books like The Faith of Graffiti that focus on pieces and graffiti art theory.

It depends on where it is drawn. If it is drawn on a place where the artist has permission, it is simply art. If it is drawn on somewhere where the artist does not have permission to draw, it is vandalism.
its where people mess stuff up with their graffiti....Added: Vandalism
vandalism
around 75% of the population think that it is vandalism but other people like my self think it is art which the artist is trying to cooperate with his work and he is showing his thoughts and feelings.
