No, hitting another person would be considered assault, and is illegal. However 'spanking' of children by their parents as a punishment is generally allowed, as long as it doesn't cause any permanent harm to the child.

_______

Well if she is a baby then no because a baby has no idea what he/she is doing but if it's a toddler than it's ok to spank her not beat her and not punch her as a punishment. And don't spank her if she just had an accident in her pants or unplugged your video game or something harmless like that. And never harm a child for your entertainment.

Generally it is against the law to hit anyone except in special circumstances.

Hitting someone is called battery and can land you in jail. But when young children are hitting each other, it is usually left to the parents, other caregivers, or teachers to correct that unacceptable behavior.
