Yes it is....everywhere in the world. The reason? What if you were in that ambulance? Wouldn't you want people to yield so you could get to the hospital as fast as possible?

Yes. There is an exception if they are already on an emergency call. However, if they have a patient on board who is stable and see an injury, they must stop.

How does one yield right of way to an Ambulance on an expressway?

As an EMT, I work on the ambulance a lot and I've seen many ways people try to get out of the way of an ambulance. On ANY road, when an emergency vehicle is coming, SLOW DOWN, or STOP and pull to the RIGHT. That is the correct way to yield right of way to an ambulance. This will help ambulance crews AA whole lot.

Can an ambulance hit a car without stopping because he is responding to an emergency?

Usually, no. Even while responding to emergencies, ambulances and other emergency vehicles are required to exercise "due regard" for other motorists' safety. If a collision does occur, the ambulance is usually expected to stop and another ambulance will be sent to the original emergency. In very rare circumstances, if there is a minor collision involving minimal damage and no injuries (think: mirrors clipping as the ambulance passes), and/or if there are no other ambulances to respond to the original emergency, the ambulance may continue to the emergency, but usually only after the ambulance crew ensures there are no injuries.
