How about we change this to "Yes, but you must have the proper permits and pay the appropriate state and/or government alcohol taxes." Either that, or change the question to read: "Is it illegal to ship beer?" Actually, I think the answer is "it depends" on whether the laws of the receiving state prohibit it or require a permit or tax" on the shipment of alcohol into that state. But in terms of federal law, it has been turned over to the states...See Article 2 of the 21st amendment:

"2. The transportation or importation into any State, Territory, or possession of the United States for delivery or use therein of intoxicating liquors, in violation of the laws thereof, is hereby prohibited."

What this means is that it is illegal to ship beer into a State, if, and only if, that state prohibits the importation of alcohol.

The question is not as clear as it could be. I'll address all the possible meanings I see.

It's illegal in most states for 18 year olds to have alcohol. The laws are generally written to apply to simple possession, so the "transporting" part is largely irrelevant: it's illegal for them to even have it in the first place.

Likewise, it's illegal in most states to "furnish" alcohol to an 18 year old. It generally doesn't matter how or where you got it or whether you're selling it or giving it away. In this case the original possession and transport may be legal, but at the point where it changes hands the law has been broken. (In many states, parents or legal guardians are semi-exempt from this law so long as it's not in quantities sufficient to constitute child abuse or endangerment; letting your kid have a sip of beer is probably okay, buying him a keg probably isn't.)

Finally, some states have laws regarding the transportation of alcohol period. Most of the time in reasonable quantities (a couple of bottles) it's okay, but loading the back of your pickup with tequila and driving it over the border may not be. For example, Missouri law states "No person [...] shall transport into, within, or through the state of Missouri any intoxicating liquors in quantities larger than five gallons unless such person holds a valid license or permit." (There's an exception later on for alcohol purchased from a retail liquor dealer licensed by the state of Missouri. It's still probably technically illegal to buy a keg in Elwood and bring it to St. Joseph, though.)
