It depends on what 'severe' might be. I worked on a pretty in depth survey on menstrual cramps and the majority of women had what could be considered 'severe' cramps. The pain was rated on a scale of 1 (mildest) to 10 (Worst), and the average rating was a 7. Personally, I consider a 7 to be severe pain and from all the information gained from the survey I'd say that it is normal to have severe cramps.

I do want add though that if your cramps are like a 10 all the time and so severe you can't function that you should see a doctor as there could be something else going on inside like endometriosis or something, so check it out if it's that bad.

It is not uncommon. I've had extremely painful periods since the first day I got mine. I am 24 right now and got it when I was 13. The symptoms I get are extreme cramps, tiredness, and some times neusea and vomitting. When a period is this painful, it is referred to as Dysmenorrhea-- or painful periods--is a condition that refers to the pain or discomfort associated with menstruation. Although not a serious medical problem, it is usually meant to describe a woman with menstrual symptoms severe enough to keep her from functioning for a day or two each month. Many teens don't suffer from dysmenorrhea, as their uterus is still growing, and yet they may get it several years after their first period begins.

I don't believe that many teens don't suffer from it, because I've always had it. From age 13 up to the current date. What I do to eleviate the pain and discomfort is take a Oral Contraceptive Pill (or The Pill). This helps with cramping and heaving bleeding. I am currently on Ortho Tri Cyclen Lo and it makes my cramps minimal, but the bleeding has been heavy yet. Switching to Yaz to see if that helps.

No, it's not normal to have period cramps full-stop. Menstrual cramps are very common but they are not a normal part of healthy menstruation, they may be more common if you're in your teens due to hormonal imbalance but they should never be considered a normal part of menstruation. In most cases women can prevent cramps by changing their diet and regulating hormones with simple herbal treatments, but if bad you should discuss your menstrual cramps with your doctor to investigate the cause.
