Well if you have not had sex yet then it will not be an STD, so if that is so it is more likely to be just from the pubic hair growing. Many boy's find their pubic area itchy and nothing to worry about. If you find it getting worse then maybe a visit to the doctor would be beneficial.
Another answer: If it is worrying you enought to ask a question about it on a website just pluck up your courage and go and see a doctor. It might be a little bit embarrassing to discuss your 'bits' with a doctor but they have seen plenty of other similar bits and your doctor has the knowledge and experience to identify the problem and offer a treatment. Medical conditions tend not to just go away by themselves and if left untreated tend to just get worse and more difficult to treat in the long term. There is probably nothing really wrong and it will probably just be a matter of applying some cream or other but your mind will be put at rest, you'll stop worrying and it will get treated. Then, in future if you do have another problem in that area you won't be so bothered about just going to the doctor and getting it sorted out, straight away.
