Is it possible to buy an iPhone from Verizon and buy only a data plan without buying the voice plan or texting plan and then just use the 4g for making calls and sending texts?

You should be able to providing you pay the full price for the device ($649 for 16GB or $749 for 32GB model). You will also need a 4G hotspot router to provide WiFi access to the iPhone. You will also need some sort of VoIP provider and SIP program (in most cases) to get the call function to work.
