A sell-by date does not really keep food safe. It protects the processor and store from some liability and loss. For a potentially hazardous food, it would hopefully be sold well before before spoilage takes hold or any pathogens reach a toxic level - but then I'd expect an expiration date, not a sell-by. It is not the sell-by date alone that keeps food safe. It has to be handled and stored properly, too, including after the sale. Sell-by dates are usually guides for quality, not safety.

It all depends whether it is a sell by date, use by date, or a best before date. If it is a sell by, then that would be an earlier date than an 'eat by' date so it would probably be OK. If it is a best before, then it probably won't taste as good but will still be safe; if it is after a use by date then it may not be safe so you shouldn't eat it.
I called Kroger and talked to the butcher and he said no. I noticed that Kroger has a sell by date and a stamp on the package said use or freeze by the same date , so he was probably right.
