It's not at all true that only government can protect the right of girls because the protection must start right from home, from the parents. Government can only make laws but it is the general public that can make the law a successful one. Without people's participation nothing is possible in a democracy.

In those places, the only way to change ancient tribal practices regarding girls is by passing laws and then enforcing them. The following are some examples:
- Girls in some villages in the Middle East and elsewhere face horrible abuse. A girl can be offered up as payment if her brother has sex with an unmarried girl from another clan. If a young man rapes a girl outside his family, his sister is given to the men of the other family to make restitution. The sister must pay for her brother's crime with her own body.
- Within the family in many cases, girls are raped by male relatives and they have no protection and no one will help, not even her mother. Sisters are used as practice since young adults are not allowed any freedom to intermingle before marriage. The situation is simply accepted and the girl must put up with it. She has no where else to go in a closed society.
- In some areas children as young as ten are given as wives to much older men. They start bearing children while they are still children and have no hope for a better life. They suffer health problems from giving birth so young and have no medical attention available to them. Their situation is hopeless.
