Yes, it is true.
I think this is due to genetics. I'm Melanesian, I have a blond gene and red head (yes believe it or not) gene in my family. I did not inherit the gene, but as a child I had a darker shade of blonde. I shaved my head as a child, after that the blonde hair never grew back.
I do however have relatives that are blonde, which brings me to conclude that blondness in Melanesians; Papua New Guineans, Solomon Islanders & folks from Vanuatu is due to genetics.
I am not sure about Africans, or African Americans. But for Melanesians, it happens. Despite the fact that scientist say that Blondness happens to children and women only, it does not explain why adult people in Melanesia are blonde.
No. Melanesians are no more related to Africans than an European is.
if technology did not exist the africans would best suited in any environment as they have almost perfect knowledge of the land and how to preserve it. however all people are equal and no race or skin can be superior to the others.
Neither. African people naturally have an abundance of a pigment call melanin in their skins. This protects them form the damaging affects of Sunlight.

of course! Generally sub-Saharan Africans consider themselves Africans....
Africans changed Jamestown because they used Africans for slaves.
The European contact with Africans affected the Africans mainly by the slave trade. The economy was greatly affected.
