NO,in my opinion Lady Gaga is not emo, sure she's in an individual and when you watch some of her videos they make you think...what the heck was she thinking?.. but really Lady Gaga just likes to express herself in a way that's different from others. If you've ever listened to her interviews on the radio , she mentions that she wants to be a influential person to kids, not by what she displyas in her videos of course but in general, so i guess the message she is trying to send across is to be yourself, no one knows Lady Gaga personally, so we can't judge but in general Lady Gaga doesn't necessarily come off as emo. :) Hope I answered your question :)
