No the Pagani is not the worlds fastest car, well at least not anymore.
the worlds fastest car is the Bugatti Veyron: 267 mph, 0-60 in 2.5 secs. Aluminum, Narrow Angle 8 Liter W16 Engine with 1200 hp, base price is $1,700,000. Tested again on July 10, 2010 with the new 2010 Super Sport Version, the Bugatti Veyron once again claimed its title as the fastest car in the world at 267 mph.
Pagani is no longer considered the world's fastest car. The official record was reset by the Bugatti Veyron Super Sport at 268 MPH. However, there are several cars which have beaten the record of the Veyron SS, but did not qualify for world's fastest production car. Examples Include: 1.) Koenigsegg Agera (models R and One:1) has an non-official top speed of 273 MPH or 280 MPH depending on the model. However, even if confirmed, not enough of the cars were produced for it to hold the record. 2.) Hennessey Venom GT has an official top speed of over 270 MPH, but not enough cars were built, and the Venom was only tested in one direction excluding it from the Guinness Book of World Records requirements. NOTE: The Hennessey Venom F5 (still to be road tested as of May 2016) has an unconfirmed top speed of 290 MPH. Official tests are not yet under way.
