Technically yes, as Easter celebrates Christ's Resurrection and Passover was either the day of the crucifixion or the day before it.

However the dates of these holy days are currently determined by different calenders: Easter by the Gregorian solarcalender, Passover by the traditional Jewish lunarcalendar. As these calendars use different systems, dates in each shift with respect to the other, so in some years Easter comes before Passover.

One of the many reasons Pope Gregory ordered the development of a new calendar was to avoid having to always consult the Jewish Rabbis for the date of Passover in order to compute the date of Easter (Jewish/Christian relations were very bitter by this time).

Easter always falls sometime during the holiday of Passover.

The above is not an answer, just a restatement of the question.
A sort of brief explanation: The Jewish calendar is a lunar calendar, not a solar one like the Gregorian calendar used in most Western countries. Therefore, dates of Jewish holidays, based on that lunar calendar, vary with regard to the Gregorian calendar.
However, in order for Easter Sunday to always fall on a Sunday, the Catholic Church, at the Council of Nicea in 325 C.E., set Easter as the Sunday immediately following the Paschal Full MOON (a lunar event). Early church fathers wanted Easter to always be celebrated after the beginning of Passover. It's a little more complicated than that, but this should do.
