Water softens the bonds between the fibres that make up the paper. When you tear dry paper you snap most of the fibres which makes the sound. When you tear wet paper many of the fibres slide apart without breaking. A few break but the wet fibres absorb the sound so it isn't transfered to the suround…ing air. (MORE)
