∙ 12y agoBoth, it's the area within the Arctic Circle, everything north of 66° 33′ 44″ N Latitude, which includes both land and water. Generically, the term is sometimes loosely used for lands that are just very far north and very cold (not necessarily within the Arctic Circle).
