Yes, the mantle is techincally a solid. If you want to get techincal, however, it is a viscoelastic material, meaning that over short invertvals it behaves as an elastic solid, but over the course of tens of thousands to millions of years it flows like a viscous liquid.

No. While much of the mantle is hot enough that the rock would melt if exposed to the surface, the enormous pressure keeps in a state that is technically considered solid. Unlike the rigid rock of the crust and uppermost mantle, most mantle rock is plastic in texture, meaning it is soft and easily deformed.

The mantle remains solid mainly because of the immense crushing lithostatic pressure being exerted on it, which raises its melting temperature. Under normal pressures, the mantle rock would be molten.
