Yes and no. The "no" part refers to the fact that you have a volume control on your TV (or in the remote control device), and you can make the sound louder or softer, or even mute it, if you want to do so. But the "yes" part refers to studies that have shown that some networks intentionally program their commercials to play louder than the rest of what's on the air. They're not supposed to, but it still does happen. All you can do about it is turn down the volume when these loud commercials begin to play.

There are controls on the TV itself (power, channels, volume) but more often a remote control is used. Power turns the TV on. Channels select the particular "station" or channel you will be watching, numerically. The volume control turns the sound higher or lower. The "mute" command on the remote turns the sound off, then back on, as you toggle it.
regular tv channels are regulated by FCC can have from very little to none. depending on the hour they can show like 1 second of a butt in a scene but no frontal nudity is allowed. on premium channels like hbo, showtime, etc. they are not ruled by FCC and can show what ever they want.
No. They have digital channels and may pick up analogue channels but there are no digital channels.
There is only so much data that they can send and if they are sending more data for the higher resolution video it makes sense that you would get less for the audio.
