The Sims games are one of a kind, but I've found a couple of pretty addicting games.
Mycandylove is an addicting game, no download, but pretty annoying too. See, there are these things called action points (or APs) that allow you to move around. When you run out, you must purchase more (using real money), or wait until the next day.
Starproject (Galaxy Games) is another addicting game. This game has no APs, no downloads, and you can play for hours without having to stop because of the game. You can also report bugs in the game if you ever happen to come across them.
There are a couple that are exactly like The Sims but you don't actually have to download or pay for. Check out the link below which goes to gameslikesims.com. It should point you in the right direction. I hope this helps.

Not at this time, no. But if you would like to get the game check out your local library, as you can get it there. You still unfortunately have to download it. Sorry.
There is a Sims facebook app that is free to play
There are no games like Roblox that do not require a download. The closest thing to Roblox that is not a download is Minecraft (you can play on a download, or in your browser). The only downside is it costs $15 to play
as many as you want to download they are free to play and Steam will never limit you for free games :) they are awesome like that.

The Google Earth plugin like the client is a free download. If you download Google Earth client, the browser plugin is installed automatically if supported on that platform.
The PlayStation Store sometimes has free games like demos, or minigames, try there.
Some games are free like some arcade stuff but more then 3/4 for games are paid.

You can download numerous games off of the internet for free. Pretty much every social website you go to now allows you to download games like chuzzle, tetris, backgammon, and several others.
Via a download client like utorrent or azurez and download torrents and there you go.
