it is a type of herbal incense like k2 or spice gold and the such that produces a marijuana like effect.
K2 incense is a proprietary blend of herbs sprayed with a chemical intended to mimic the effects of marijuana. There is currently a federal ban on such synthetic marijuana products, and the states are following suit with individual bans.

K2 Incense, or "spice", has become extremely popular as a form of legal, synthetic marijuana. What does this product consist of, and is it safe? According to the official K2 site, K2 is a natural incense composed of natural herbs such as "canavalia rosea, clematis nuciferia, heima salicfolia, and ledum palustre." Various sources report that K2 also contains the synthetic cannabanoid JWH-018, which when smoked can produce intoxicative effects similar to marijuana. As a synthetic, it does not register on current drug detection tests. The K2 site expressly states that K2 is "not intended for human consumption" and is intended only to be used as an incense. Clearly though, the hundreds of cases across the county to poison control centers and emergency rooms indicates it is not being used as such.
