Many repair shops and some parts shops can do a bench test cheaply, sometimes free, if the removed starter is brought to them. Firstly, after removing the starter, check the bendix gear (small gear inside the starter on a shaft) for excessive wear, cracks, or breakage. If any exists, replace the gear or entire starter as necessary. The bendix can often, but not always, be replaced by itself cheaply. Bench testing is done by securing the starter in some fashion, usually in a vise, but it can be strapped to something solid or held down with your foot (carefully, when voltage is applied the starter will want to jump, roll and twist with sometimes huge torque). Once the starter is secure, positive electricity is applied to the correct solenoid wiring stud, sometimes marked with 'S', (usually from a vehicle battery with jumper cables), and then the negative cable is touched to the starter housing. What should happen is that the bendix (small gear on the starter shaft) should fly down to the tip of the starter shaft and spin. If the bendix spins, but doesn't shoot down the shaft, the starter solenoid is bad. Replace the solenoid. This is usually cheaper than replacing the entire starter, but check both prices and judge the best action. If nothing happens at all, try a different wiring stud (if more than one is present). If still no response, the starter probably needs to be replaced. When obtaining a new starter, take the old one along for reference and possibly a confirmation bench test to determine the correct parts required.

The best way to test a starter is to remove it from the vehicle. Remember where the wires go or mark them. Using a fully charged good battery connect jump cables to it. Positive first connected to the thicker bolt on the starter where the thick battery cable was attached to it. Connect the negative lead from the battery to the body of the start, usually the flange where the mounting bolts where. Using a fused wire jumper with alligator clips attached take power from the positive lead from the battery and jump it to the small screw where the start switch lent power to the starter. Alternately you can use a long insulated screwdriver but be careful not to shock yourself. If you aren't sure wich lead comes from the starter switch go back to the car. Take a volt meter or a test light and connect it to the smaller wire that was on the starter and put the other end to ground. Have someone turn the key to the on position and there should be no voltage; turn the key to the start position and there should be voltage.

When you jump the starter as described above the bendix spring should pop the gear out the orifice in the starter and the gear should spin rapidly. If it spins slowly or if the gear doesn't pop out the back the starter is bad.

One hint; many times a starter will function incorrectly if the vehicles motor isn't properly grounded. Find the ground strap from the motor to the chasis and remove it and clean it. Clean the contact points on either end and at the places on the motor and body where it attaches. Then reinstall it and try your starter before doing this bench test.

disconnect negative battery cable first, locate it( usually near the transmission) generally has 2 or 3 bolts holding it in, remove them and pull it free after disconnecting the wires.

well i dont know exactly where the starter is but you should be able to see it under the car around where the tranny bellhousing meets the engine at the fly wheel(auto) or flex plate(manual) either on the left or right side. if the car is not turning over at all then you can put a jumper from the battery to the starter solenoid and that should kick the starter on if it doesnt then you starter/solenoid is bad. but if you car turns over but doesnt start then your starter is fine.
