Matzah meal (or Matzo meal, in Ashkenazic Hebrew) is just ground matzah. If you have a food processor or a blender, you can put matzah farfel in it to make meal. If you have whole matzah, you can break it into farfel with your fingers. If it's not Passover, you can get almost the same results by simply substituting flour for meal. Matzah meal adds a slightly bitter taste because the cooking of matzah carmelizes and even chars a small amount of the starch. If that matters, you might be able to get the same effect by stirring dry flour in a very hot dry frying pan until it browns just slightly.

Matza balls are made from matza meal. Matza meal is ground matza. Matza is unleavened bread made from just flour and water, combined as quickly as possible and then cooked very hot and very quickly. This always toasts some fraction of the hard brittle "cracker" that results, and this changes the flavor of the meal compared to the original flour from which the matza was made.

In non-Passover recipes, it is usually possible to substitute flour. In Passover recipes, crumble whole matzah or matzah farfel and then grind it up with a rolling pin or in a blender to the consistency you need.
