There are examples of racism recorded in The Bible, but the Bible does not teach racism. It specifically denounces it.

The Bible teaching on race is that all of humanity is of "óne blood" as all are descended from one human pair, Adam and Eve, and so are closely related. The concept of race as we know it today is a concept foreign to the Bible writers, although they do speak of "nations"" and "peoples".

The Talmud does not have the best things to say about Non-Jews, but does not advocate for negative treatment of Non-Jews provided that they do not infringe on Jews' freedom to worship.

Answer:

The Talmud says that worthy non-Jews have a share in the reward of the afterlife (Tosefta Sanhedrin ch.13). It also says (Gittin 61) that we are obligated to support poor non-Jews together with the poor of our own people. We shouid greet them pleasantly (Berakhot 17a) and not bad-mouth them (Midrash Rabbah Ki Teitze 6:9). We should pray for their welfare (Avot 3:2). These are a few examples of the many quotes in which the sages enjoin us to be cordial with everyone despite the differences.

It depends how you read the Old Testament. It can certainly be read to encourage and incite racism and it can also be read as an antidote to racism.
