The participants were disguised, and the value of the tea destroyed was approximately the equivalent of over a million and a half dollars today, so no one was really willing to step forward and say "yeah, that was me."

There's some evidence that Samuel Adams may have been involved in the planning, if perhaps not the action itself. He was a Whig leader in Boston and was attempting to regain control of the meeting that broke up the day of the even when people stormed out of the hall to take action. He also immediately publicized and defended the destruction of the tea (that hardly makes him unique ... future president John Adams referred to it favorably in his diary as well ... but Adams was more outspoken than most).
