Mechanics having a hard time setting the timing belt on a 93' Subaru Impreza car keeps stalling?

Ive just done the headgaskets on a '94 jap import 2.0 turbo wrx. I found that when i was putting the belt back on it was difficult to get on without putting it a tooth out. I ended up putting the belt on all the pulleys but on the left (as your looking at it) exhaust pulley i put it on a tooth retarded and i had removed the bottom left idler. I then fitted the idler back on as did the bolt up it pulled the exhaust pulley into line and it all worked fine.
