Motorbike rider causes cow to jump into road which results in the motorbike rider to be injured and cow in calf dies who is to blame?

It could be neither are to blame, as it could only be an accident: The cow startled at the sound of the motorbike and in her panic, saw that the only option was to run out in front of the biker. The biker probably came around a corner, or up a hill and he didn't realize the cow was there until he was almost on top of her. As a result, he didn't have time to slow down, lost control and resulted in injuries to himself and the calf in the cow (and probably the cow herself).
However if the biker was paying attention and saw the cow first before she saw/heard him, he could've slowed down and passed her slowly to prevent any accidents happening. Maybe he was speeding and consequently didn't have time to slow down. And, to make matters more complicated, it could be the farmer/rancher's fault because he probably didn't check his fences as often as needed, and as a result she got out of the pasture or corral, got spooked and got the fetus in her killed (if I read the question right).
Without any more information it's hard to point out who's REALLY to blame in this scenario. But that's the best I could come up with.

This can happen if you have changed to one of the new high flow air cleaners like K&N. This causes the air/fuel mixture to have too much air and not enough fuel (lean). If you can adjust the carb, then make it richer.
