My iphone 5c has been shut off for over a year because it was lost it and I just recently found it but i can't get it to turn on can someone help?

The phone will have been de-activated by the network when you reported it lost. You will have to contact your network provider to have them re-activate the phone for you. If it's still active - but just won't power up even after charging - it probably needs a new battery.

Someone could potentially find the photo if they used a recovery program on the iPhone but it is highly unlikely someone would do this.
