In India, English is the second language. India has two official languages, Hindi and English. In Sri Lanka, English is used in government but only spoken by about 10% of the general population.

Many more countries in the British Commonwealth (i.e. formerly in the British Empire) have English as a second language to their local languages, including:

Pakistan, Bangladesh, Malaysia, Kenya, Uganda, Tanzania, and Botswana.

Countries that also have English as a second language (official or unofficial, listed because a high percentage of citizens speak English): Argentina, Bahrain, Brunei, Cost Rica, Denmark, Egypt, Greece, Iceland, Indonesia, Israel, Jordan, South Korea, Kuwait, Lesotho, Liberia, Libya, Malaysia, Maldives, Malta, Marshall Islands, Monaco, Nauru, Nicaragua, Nigeria, Oman, Panama, Philippines, Qatar, Rawanda, Samoa, Singapore, Thailand, Tonga, and in Viet Nam, English is becoming the favored second language.

In addition to these there is Singapore, Canada, South Africa, Guyana, New Zealand, and Ireland. Several of the Caribbean Islands also use English as a first language. You'd have to define "major". English is the official, or main language spoken, in many countries including Australia, UK, US, New Zealand (with Maori), Canada (with French) and Ireland (with Irish Gaelic). It is one of several official languages in other countries including India, Kenya, Nigeria and Malaysia. English is used in some countries because there are too many local languages and to use one of them as "the official language" would possibly cause insult to speakers of other languages. In the case of Papua New Guinea a form of English called Tok Pisin is used because there are hundreds of languages and dialects.
