then head downward until you see a house with a fat guy there

then go inside the house

ther should b a fat guy there too

talk to him

he will make any Pokemon remember a move

but he wants a heart scale for every move he teaches you

i suggest starting out with lucario mine knows close combat aura sphere extreme speed and earthquake

he can teach you close combat

All you have to do is put the Pokemon in a PC box and release it. Unless you made the same stupid mistake I did and caught Groudon with your only master ball. Then you need two gameboy Pokemon games, two gameboys, and the connecting wire thing. You trade all the Pokemon to the other game, restart your game, and get groudon with an ultra ball after trading all your Pokemon back. You can use this same technique for getting all the starter Pokemon.

You will need to take your Pokémon to the Move Reminder (also called Move Relearner by fans) in order to get your Pokémon to remember previous level-up moves. As of Generation 6's start which started with X and Y, the Move Reminder would also be able to re-teach Egg Moves if they already knew them from in the game as well as Generation 6 event moves.

In Pokémon Ruby, Sapphire and Emerald, the Relearner can be found in Fallarbor Town.
