I had the same problem with the right flasher. It was the front signal light, the bulb was not making contact correctly. There is a small plastic cover over the screw, remove it, remove screw. and the light will come out. Turn the plastic bulb scoket to access the bulb. If you do this with the signal on (turn bulb in socket ) you may find this is the problem. In any event there is probably either a bald bulb or bad connectiom on the left side of the vehicle. Pull out on the light switch when you have turned it to the right to turn on the lights.
Replace the flasher relay if the lights come on but do not flash.
Most likely burnt out bulb.
Pull out on the headlight switch to turn on the fog lights.

Had the same problem with mine. The dealership told me it was the backup light switch. I had the same problem, as do 99% of VW beetle owners. There was a recall on the Brake Light Switch. Call your dealer and they should change it for free. I did. It worked for a bit, but now i think one of my brake lights is out again.
If this question isn't allready answered, I have a 2001 VW Beetle, there might be a dial type switch on the left of the dash for the lights, turn lights on and pull switch out to turn on fog lights.
