Uncircumcised men should simply pull back their foreskin and wash the head of the penis with soap and warm water while in the bath or shower. Infants and young boys can't retract the foreskin until sometime between age 3 and 12. Once the boy can pull his foreskin back, he should be showed how to wash the head of the penis and told that is important to do it in the shower every day. Parents should never try to force back a boy's foreskin if it can't be retracted yet. The penis head doesn't need to be washed until the foreskin can go back.
