Well, all the right/wrong or good/bad arguments of this practice aside, "petticoating" boys ("effeminate" or not) as a discipline to tame them has nonetheless been well proven to "work," especially for adolescent youths. However, making a boy go in public today dressed in frilly girl's attire would be ill-advised, for reasons I trust are obvious. A feasible & equally effective substitution in this regard is simply to have him in a nice boy's dress suit but with inordinately brief short pants worn with white knee-socks.
