You add the selling price of the car and the dealer documentation fees if any then times that by the counties sales tax. Each tax will be different based on the county you are buying the car in.

No you don't pay taxes to an individual, only a dealer. You will pay the sales tax at the dmv when you go to register the vehicle.
I believe it is 3.75%

Like virtually all States Ohio does too. The rate varies county to county.

If you file a Form 1040, and itemize deductions on Schedule A, you have the option of claiming either state and local income taxes or state and local sales taxes. (You can't c…laim both.) If you saved your receipts throughout the year, you can add up the total amount of sales taxes you actually paid and claim that amount if it is larger than your State & Local income taxes that year. In most states sales tax is based on the county you live in. When you buy a used car you must pay the sales tax because you are purchasing a non food item. Even though the per…son who originally bought it paid sales tax. If you go to a pawn shop and buy a used TV. you still have to pay sales tax. Also in most states what ever Dealer Fee or Service Fee is applied even though it is basically covering overhead and profit for the dealer is considered a service and where services are taxable it is taxed as well. Also keep in mind that the most states do not allow dealers to negotiate Dealer Fees or Service Fees but you can negotiate the price of the vehicle for the amount of the Fee.
