Yes, I think they should be able to get married in church.
Just because one goes to church once a year, or perhaps never,
doesn't mean that they are shunned from the House of God.
That doesn't resonate with me very well. God does not turn
his children away. I never go to church, but that doesn't mean
that I love God any less. Though a church is a symbol of God,
either way one looks at it, it is a structure made by man.
I can pray just as well to Him in the conforts of my own
home or out in nature.

EVERYONE should go to church and not just ONLY churchgoers.

They would worship in their local church if they are churchgoers. Some will not worship at all.

If the Church wants Tax Exemption Status then it has to be registered by the state. To accept donations, accept tithing from churchgoers... to participate in charities, these things will make the state force you to register.
