Yes, as long as nobody is compelled to do so. I would dare say that the teacher should have a right to do so too, as long as they make it clear they are acting of their own accord and are not doing so in the name of the school/state/government.

Detailed view:

Prayer isn't a "group activity." It's intimate and personal communication between the one worshiping and his Creator.

"God is a Spirit: and they that worship Him MUST WORSHIP HIM IN SPIRIT AND TRUTH." (John 4:24)

In this "politically correct" world... people cry out for "fairness" for all. Which means that if "group prayer" to God were to be instituted in school or anywhere else... then all the gods of all religions would have to be given "equal time." And with hundreds [thousands?] of gods in the world, the school day wouldn't be long enough just to get the daily prayer in for everybody.

Many religions can exhibit quite a public display out of prayer... which might be disruptive [and/or offensive] to others. Accommodation for many such ritualistic displays would be impractical for daily activity in school.

For the worship of the "True God" and Creator of man, however... a believer doesn't require any laws be passed by men to "PERMIT" him to worship in school or anywhere else.

It goes on at any given time of each day all over the world... and in any number of places, public and private. And people aren't even aware that it's going on.

Government-sponsored prayer was once commanded in ancient Babylon... and God's people refused to bow down at the "set times" throughout each day to the "image" the government had set up [Dan.3].

God is worshipped in Spirit -- privately, personally -- within one's mind and heart where no one but God sees.

"...thou shalt not be as the hypocrites are: for they love to pray standing in the synagogues and in the corners of the streets, that they may be seen of men. Verily I say unto you, They have their reward.

"But thou, when thou prayest, enter into thy closet, and when thou hast shut thy door, pray to thy Father which is in secret..." (Matt.6:6).

Bible prophecy reveals that a repeat of "Daniel 3" will occur again at the time of the end, just ahead of us. The "False Prophet" will establish "state worship" which will result in the death of those who refuse:

"...he exerciseth all the power of the first Beast before him, and CAUSETH THE EARTH AND THEM WHICH DWELL THEREIN TO WORSHIP THE FIRST BEAST... that they should MAKE AN IMAGE [idol] TO THE BEAST...

"...and cause that as many as would not worship the image of the Beast should be killed." (Rev.13:12-15)

In this politically correct world, the public spectacle of group prayer in public schools is an impractical idea.

And when, according to prophecy... the establishment of nationwide worship [and with the advent of 'global governance' in the offing - global worship] comes about -- the impractical will be disastrous.

Depends how you look at it allowing prayers in schools means all relegions have the right to have there own prayer in there own way so many schools simply have a moment of silence
